AssertMonotonicTime

Assert that the time stamps in the given data are monotonically increasing.

This can be used to debug certain situations where this is not the case, e.g., jittery time stamps, repeated data packets, and the like. Some nodes require time stamps to be non-decreasing to function correctly, for instance the Segmentation node. Version 1.0.0
